Pergola Permit in Irvine, CA: Requirements, GoPost Process and Costs

Short answer: Irvine requires a building permit for almost any real pergola or patio cover. Plans are submitted online through the city's GoPost portal, reviewed by both Building & Safety and Planning, and a louvered roof needs structural calculations stamped by a California licensed engineer at 110 mph ultimate design wind speed, Exposure C. The two reviews you have to pass

An Irvine patio cover submittal is reviewed in parallel by two departments, and they check different things.

The setback ruling that decides your design

  1. Incomplete plan set. A full architectural and engineering set is expected: plot plan, framing plan, roof plan with materials and ICC numbers, footing details and attachment, elevations, and calculations. A single PDF of product images will not do.
  2. Missing sulfate note. Irvine Informational Bulletin 267 requires a note on the foundation plan: 4,500 psi concrete, Type V cement, water-cement ratio no greater than 0.45.
  3. Missing evaluation report numbers. General structural notes must carry the ICC-ES or IAPMO report number for every proprietary anchor, fastener and post base. A Hilti software printout or a hardware-store lag screw listing has no report number and will be rejected.
  4. No stamped foundation design. Foundations must be designed, stamped and signed by a California licensed Civil or Structural Engineer or Architect. Anything over 6 ft tall needs calculations and details, not a prescriptive table.
  5. Wrong wind speed. Calculations must be at 110 mph ultimate 3-second gust, Exposure C, and must include attachment details plus lateral support design for a freestanding structure. Imported datasheets quoting km/h do not satisfy this — 110 km/h is about 68 mph.
  6. Incomplete plot plan. Planning wants the entire lot, property lines per the recorded map, and setbacks dimensioned to the support post — not to the fence.
  7. Roof reads as solid. See above. Show the slats.
  8. Further comments after resubmittal. Review resumes once corrections are in, and additional comments can follow. Plan for it.

Resubmittals fail on process as often as on content. The rules that matter:

  1. The correction response letter is uploaded as an attachment file, numbered identically to the city's correction report
  2. New supporting documents — calculations, cut sheets, deed, recorded map — go in as attachment files, named by discipline
  3. The corrected plan set goes in through Upload New Version, using the exact same original file name
  4. Sheet count must be equal to or greater than the previous submittal. No reordering, no extracting, no inserting mid-set. New sheets go at the end. A removed sheet is replaced by a blank sheet marked DELETED in its original position.
  5. Click SUBMIT. Uploading alone does not submit the package.
  6. Allow 1 to 3 business days for processing (Informational Bulletin 279)
